One more question about fees: Let's say the avg. fee (
https://dcrstats.com/) is 0.5 DCR. I read that a ticket->pool uses 0.5 KB, so should I use 1.0 DCR as fee to compete with the avg? That seems very high.

Those fees are reported on a per kb basis... so if the minimum fee is .2... you set your fee to .21 and will pay .21 * .5 dcr.
Of course, those average and minimum fees are on the previous block. In most cases you can assume that the next block will have very similar values but there is no guarantee.
When dcrstats reports 0 fees its because the ticket price is so high that no tickets are purchased. People just wait for a better price.
Also, if you don't know, pool ticket transactions are bigger than solo ones. Solo are about 300 bytes each compared to 500 from pool.
So if you are purchasing solo, multiply the fee by 0.3
