It's an interesting idea. But we can't even get people to agree on a 2mb block. Imagine the fight to change block time and payout.
Yeah I posted a few 'useful' ideas many years ago - but they were all rejected 
Faster block time, increased nonce size, multiple PoW
I also discussed with Gavin back then about not repeating transaction processing, and only transferring the necessary transactions (since typically your mempool would have most of them)
In general I steered clear of 'Core' other than making suggestions
I did my own thing there.
