The terrorists must have moved the chemicals before the inspection from America ever happened. There are military tactics that are done secretly and they have intelligence and insider including spies to tell them about any possible attack that will be coming in. Thus if I am right the chemical weapons might be moved to somewhere safe or if I am wrong the US have acted on its own accord without clear proof.
