they can but it is all about the profit. when you get bitcoin block reward you are getting $15,250 to $17,000 money which is about 70% profit after the costs. and that reward also has a lot of potential of going up in USD value as we have been seeing for the past years.but with litecoin you only get the reward * ~$4 which is a lot less. so it is not worth dedicating your hash power to it that much.
