Several blockchains have messaging functionality, a Twitter-like platform would be a pretty easy step from there, especially for Ethereum. The only potential problem would be the need to pay gas to tweet, which, I highly doubt anyone would be willing to do that. But judging from the (relative) success of Twitter itself, I have to imagine someone will soon try to imitate it in the blockchain space.
