Admins should just have a good look at the chat. Normally you will see which users already helping other players and are often online. Just contact those users first.
I mean the more they are willing to pay the more devoted the mod will be. People do their best work when they are motivated to do well.
We dont really want to hire someone that will do it for the money, as a primal reason. Mercenaries are not a good thing as they only thing they care is money
