I could have sworn I saw this question earlier, and that it was answered (better than I will answer because I don't have time to look up links)  But anyway, Dash didn't have an ICO, it was announced and launched with mining.  Anyone there could mine at that time. No pre-mine either.  The blocks were found faster than they should have been, but by the time it was discovered, people had already bought coins.  At that point, you can't just kill the project and start over, real funds were exchanging hands.  Even so, Evan asked the community if they wanted to start over, and the community resoundingly said no.
