I don't think the developer performed any IP clearing because the number would have reduced significantly to below 1000 addresses

The dev should really do ip clearing, because this number of addresses don't appear to be fair. Probably a lot of people have registered multiple addresses.

Yes, it does.It stored your IP when you entered your ETH address.But, it can be bypassed by a proxy or VPN..so it's not a 100% safe method to do a fair distribution.If I was him, I would have added a email address too to be entered.
