I wrote a message on April 14th. Can not I get the prize of the fourth week?

Not in my timezone. And i use my timezone to define a week. (GMT+4)
Hm...where did you find negative trust? I've checked my profile, it's 0 trust. Proofs: http://joxi.ru/YmEY9vEFpEn8m6
Someone have sent me negative feedback. Yes, it's true. But it's untrusted feedback and everyone can send it(even newbie can send negative feedback). But it's not negative trust.  I hope I've cleared situation.

Not all users have the same configuration for their trust settings. As an example, if you remove everyone from your trust list, nothing will appear as trusted feedback for you. So "trusted" or un trusted feedback doesn't really change anything since it's subjective.

I will discuss your case with the iEx.ec team and see if they are for or not, but for me it's a no.
Hm...it's very strange. I've participaited at a lot of sig campaigns and you are the frist who said "no". Here is my default trust settings: http://joxi.ru/12M4ZvMiDDwPmJ
It's up to you to decide. For example I can easily post you or someone else such negative feedback. And... you have negative trust?) It's srange. Of course I wouldn't. It's just example.
Btw the person who've sent me negative feedback has so much scam occasions. Just check https://bitcointalk.org/index.php?action=trust;u=84968
