It is actually inflationary... any cryptocurrency that prints new coins to pay as block rewards to PoW miners is inflationary. In most cases, inflation decreases over time until the max supply is reached, then it can be considered as having neutral inflation.

I am not endorsing this coin, nor am I choosing choosing the antagonistic side, but I am just simply pointing out that it is definitely not deflationary.
