- do not undervolt
- use asm -0
- use ddu to uninstall the driver
- install 16.11.5

I know you mean well but are offering poor advice.

I undervolt, I underclock, I use -asm 1 and I don't have this kind of issues.

For dual mining, try a DCRI of 24/25, for eth only, i'm using DCRI 4, haven't touched ethi, 6xRX470, stable 171/172 MH/s ETH and 4300 DCR., with asm 1 (default)
With high undervolting and underclocking (4 of my cards are running at 920mV)
And I'm having not many fluctuations, just lost some MH/s from the previous version.

Try to review your settings and drivers, something is wrong there
