some countries do not charge by kwatt used per month
some countries charge by amp average by month

so a change from 110 to 220 would lower your bill since amp average drops.

I think India uses this.. but i could be wrong

im pretty sure if some country really doing that ( some example would be great) , then you still have to pay different amount of money for 220V/amp and a 110v/amp in the same Country ,so the amount you going to pay will be the same doesn't matter what voltage are you using
