Actually you are wrong about the percentage. We have 10,000 different numbers and the probability of rolling one of them is 1/10,000 or 0.01%. This happens not so rare as you think and that's why they give the prizes for rolling jackpot accordingly. For example, if the cost of your play for jackpot 0.00000013 you'll get 0.00100000 in case of winning.
