Why is the fee to huge? I moved my XEM from an exchange and the transaction fee was 15 XEM? I was expecting less than 1XEM.

That's not NEM's fee. That's the fee from the exchange. I'm guessing it was poloniex? They have a flat 15 xem withdrawal fee. So, write poloniex to lower their fees
They don't expect the price of NEM increase so much.
