I guess he already have a coin but I think it hasn't undergo an ICO. If I am right, the coin is at Yobit exchange named VTL. It is trading there, probably he is selling his coins worth 2 BTC and give us bonus, then the amount he can gather will pump the VTL in yobit and we maybe able to sell it at higher price.
