No. That is plain wrong. If the POTUS election was solely based on popular vote, then Trump would have polled much more votes than Hillary. Confused? Check the turnout in the heavily Republican counties in deep-blue states such as California and Maryland. The Republicans in California didn't voted, as they knew that their candidate was not going to win. In some of the counties, less than 50% of the registered voters cast their ballot. There were a few deep-red states as well (such as West Virginia and Nebraska), but the population of these states were very low.
