Thanks for letting us know. Still it's just a statement. Is there any hard evidence this project is a scam and they will never deliver?

Well, let's not be that hasty... results are definitely way below expectations (frankly they are ZERO) however is still to early to call it scam. There is this 2 month old report status report -

Developers were fired due to poor work results and some funs and time is waisted but let's hope about good restart with new development team. Personally, I will make my final judgment by the end of 2017. It's definitely pity they didn't deliver yet, now it would be great time to get more attention.
Anyway RISE project and team .....ARISE and deliver!
And BTW just the value of raised BTC is (was) about double value of current RISE marketcap.
