It was my understanding the EU already had directives that introduced the "right to be forgotten".

Seems like this new legislation supersedes the current one, but I'm not sure what the differences are.
Correct. However, the quick differences are:
1) That was only concerning search engines.
2) They only needed to remove you from EU search engines and not all of them.

Does the new legislation allow for takedowns of other information?
Companies will be required to present the users with the option to completely delete any personally identifiable information. It is quite inconvenient that a fair number of sites do not have a 'delete account' option.
