Nvm, fixed by plugging monitor into that GPU 
Use an hdmi dummy plug if you can't keep a monitor attached all the time or at least once every reboot.
Is there an inexpensive source for those? On eBay they seem to be around $15 minimum and cannot find on Aliexpress.
$15 is quite cheap now.
