Total corruption is a 21st century disaster in all countries. And I'm already 100% convinced that as the president manages the country and officials work. It is not necessary to think that the Philippines, at home, as elsewhere.
Previously, corruption was a major issue even in the developed nations. But now, it is quite rare in these nations. The same can happen in the Philippines as well. As the country prospers and the people get more educated, the corruption will vanish.
Oh, I can only just wish. There need to be a cultural change in this country. People has gotten used to patronage that they'll just shrug their shoulders and look the other way when they see corruption happening.
It seem to be a widespread problem, even garbage collectors have gotten used to asking people for coins (which they shouldn't, unless you're asking them to take something like an entire sofa). Internet made it easier to catch culprits now but many people wouldn't take risks.
