TOR connection sometimes takes a while and if your ISP has issue allowing connection to TOR then it may not connect unless it finds a suitable relay that can over ride their database.If it fails to connect after restarting a few times maybe disconnect and if you have a dynamic IP it may overcome this issue after reconnecting.If this does not work then make sure you have an up to date back up and your private key stored safely you could try going to roaming files and open bitcoinplus folder.Slide the wallet.dat file onto your desktop and close it up and see if your wallet syncs up fully.If it does go back into roaming folder for bitcoiplus again and delete the wallet.dat file and then drag the wallet.dat file from desktop back into this folder.
