When alot of people report the same site, they will look at it and remove it as soon as they confirm it as a phising website.
That's right, it just doesn't make sense how a big company like google could that easily approve such ads which are basically phishing website. And how would you suggest Google from "knowing" what websites were phishing and which were not? They're a lot of things but certainly not omniscient.
