Rise Testnet Update

A big thank you to our 36 community testers including those
who have worked with our developer and are now successfully forging
Test Rise (TRise) with their nodes on our testnet.  Still some work left
to be done but we are drawing close to the new mainnet release. Stay tuned.

Meanwhile, people have been signing up for the Rise Delegate Contest.
There is still time until May 31st to sign up. Anyone can participate for
