i think he is referring to RCL decentralization... or may be the lockup agreement  coming in June, that takes of supply worries.. Or may be he is referring to the 50 banks in japan carrying out XRP transaction tests... Or he may be referring to Google helping ripple to get in talks with NPCI India to allow direct rccloud/xrp based account to account payments... Or perhaps he may be talking about Bank of England recently opening up settlement licenses to DLT companies like ripple...
