Installing 7x cards directly in PCI-E on an X99 motherboard is not an issue at all even if the card has one power plug.
I have 7x 1070 Strix directly installed on PCI-E slots on an X99 motherboard, all good.

I'll just share info which is needed for this thread.
7x 1070's can in fact be plugged directly into a X99 (one's with 7 PCI-E slots) and it will work.
