OMFG!! I finally figured out what it was!!! holy hell. You have to have windows 8/10 support off in the bios. It's a stupid ass uefi thing

HAVE TO turn off windows 8/10 support.
Might need to have them on to install windows.

YOU HAVE TO PATCH DRIVER WITH ATI PIXEL PATCHER if you use certain drivers. i think only the newer driver is an issue.
