I will gladly exchange Bitcoin for RS at mtgox marketprice / possibly lower when I visit India, I will go there in 1-2 months and possibly stay for 6 months!
Your best bet is to convert to your local currency first, and then convert at airport (or other) money exchange service, unless you specifically love to experience the hassle.
