Depends whether the network (ie, every other node running) enforce the stated minimum fees, and reject transactions which don't satisfy the requirement. If this is not the case, then it should be relatively easy to fix the client to use more reasonable fees, without requiring a hard fork. I can probably have a look at this sometime soonish.

Exchanges would also need to run the newer version too, otherwise they would continue to charge the higher fees.
