When the site encourages users to sign up under this specific affiliate, when the site knowingly watches how the affiliate scams other people/their customers,
then yes, I would say they should consider taking up some responsibility for what happened.
I also fail to see how asking for a comment from their side is "blaming" them for anything.

https://game-protect.com/partner-sites/ ), is taking money from it's users for quid pro quo protections that it cannot realistically provide? Betcoin did not know that a Xiao was not going to honor his contract with his referrals, and when it came to their attention that he didn't honor that contract, they did the right thing and dropped him from their affiliate program.
EDIT: It should be noted that Xiao's referrals were getting more rakeback then anybody else....they weren't being robbed, they were getting extra until Xiao went astray.
