Can everyone explain what the "Light Wallet" is? Why do we make the vote?

Lite wallet we only need to make transfers, it is to send our XEL, either to sell them or to donate them to a foundation, that uses those funds to develop Elastic.
Perhaps also a voting function, to be able to vote from the same wallet.
