If country government want higher taxes or make some larger country debt, it can buy more weapons, for example some extra submarines. For example US Virginia submarine costs 2.68 billions USD. If Donald Trump will make some new submarines, it will cost some more billions USD from taxpayers. 
That is the reality and we cannot deny that fact. Actually it was the same with the previous presidents especially in world war II. In world war II Americas expenses was in trillions and we can tell by those numbers that war and militarization is very costly. But just imagine if the US will be invaded since they lack the weaponry the losses will not only be money but millions of lives.
