I may know why, i have the same problem. it's a bug.
After you input the voucher code, and click "next" to payment page. Your code seem automaticlly expired. means if you quit at this payment step for any reason. you wont able to use your voucher code anymore.

i joined signature camping as you can see but didn't qualified and be paid!!! hope i can get paid this time.
