1070 is on +- half of that ... i dont think you can compare the best amd gpu today 4xx/5xx with anything from 1070 to 1080tiedited:
I can do 920 with a nvidia 1080ti and use under 200 watts
whichone do you have? im "only" on +-880 on my asus ti fe (73% tdp +197core -300mems) and +-500 with each 1070s (75%tdp +212core -300mems) ... 1,87GH/s total now for about 460w total
