It does scale with account level, but I'm not sure exactly how.
Well.....that sucks. How am I supposed to spend 4 hours reading forum material if the forum is configured to deny me access to the topics I wish to read about?
Maybe I'll just try to get myself into arguments with moderators in the newbie subforum to occupy my attention. 1 hour to go.
