I have a very basic question about the Humaniq scheme.

When the Humaniq app / wallet is eventually available to all, how does Humanique ensure that ONLY the truly needy (2.5 billion poor / un-banked) register and earn free HMQ coins after Proof-of-face verification? Anyone around the world (not just the needy, but the greedy too) can download the app, register and get free HMQ.
