I have the SAPPHIRE PULSE RX 580 8GB HYNIX.
I modded the bios copying the 0:1750 string to 0:2000 and 0:2250, this gives me 25,5 m/h, and 27 with core at 1100 mem at 2150 and vcore at -96 and powerlimit at +30. i found this

These cards are strange. I've tried using 1500 straps and running them at 1250/1800 for 25.5mhs. The 1750 strap allow the mem to clocked at 2050+ but still give only 25.5mhs.
I've also tried playing with the powertune settings in the bios, rasing tdp/tdc/max powerlimit/small powerlimit with no effect on hashrate.
It's all about timings... those basic copies straps aren't fastest.
need one advice better to get Sapphire RX570 Nitro+ 4GB or RX580 Nitro+ 4GB?
Both 4GB versions, the first one is 280Euros the second is 316 Euros. Who has this cards can give me an advise ?

What are you mining? It still all depends on memory brand mostly... I prefer Samsung but you can't say which one use it.
