Hello, was wondering if there are any plans to adjust delegate/delegate voting costs, with the increase success of the ARK project.

it's possible but it's just not there yet. Obviously there is a fine line between what people feel is a proper fee for sending a tx. But believe me, tx fees in general are pretty low unless you have a very small amount of ark.
Floating fees are something fix I think will be looking at in the future to make it more advanced.
