the 1070 is supposed to get 31MH/s?
7870s aren't efficient, but they do still earn more than they cost to run.

I can see SOME 1070 cards managing 31 Mh/s on ETH - if you get lucky in the memory sweepstakes and can overclock it a LOT.
None of mine managed more than 29, but none of mine can manage a memory overclock past about 8550 that's STABLE.

For ZEC right now, EBWF seems to have a slight advantage over Claymore - but it's a thin enough advantage that changing your setup might change the advantage.
I do like the --pec option on EBWF, even if I haven't been worrying about efficiency in the current place due to how the rent/electric is structured, the place I'm currently moving INTO it's going to matter.

7870 are profitable on ZEC, but can't mine ETH any more as they were never available in more than 2GB (I'm not sure on the 7870 XT, since that used a Tahiti variant not a Pitcairn variant that MIGHT have a 3GB option and still be usable).
I've not had my 7870s mining ZEC for a while though, they returned late last month to what I originally bought the first one FOR (though they DO pick up enough GRC to pay the electric and a bit to spare).

When you factor in the TOTAL SYSTEM cost of the 1060, it's advantage on a hash/$ basis drops quite a bit vs the 1070.
If you have lots of space, it's probably a better option on some algos - if your space is limited, the 1070 or 1080 or even the 1080ti might be better options depending on what you are mining on them.
