I want to buy Bitcoins for Paytm cash or for bank transfer.
Around 40000 INR overall. but with small transactions of 5k each. (this is for my own safety)
I will only use an escrow.

No one here can do a escrow for such a small amount.
Rather you can go to localbitcoin and start a trade there. You can exchange your paytm, paypal, mobikwik amd almost all wallets to bitcoin with a transaction fees.
Transaction fees will be affordable rather then escrow charge so i would suggest you to go and purchase bitcoin on these sites like localbitcoin, zebpay, unocoin, etc
