No... its the same thing. The reason why everyone is speaking English in this thread is because it is the most optimal language for the purpose of communication. If everyone was speaking multiple languages then there would be no meaningful narrative and context would be thrown into the catacombs of confusion.
Just as English performs as an international standard to which participants in this thread can perceive without confusion, so too does the defacto international numerical syntax (6,000 = six thousand and 6.0 = six) which is the dominant format as a consequence of its usage derived from the equally dominant English language.
Or put in layman's terms: If you wanna speak French or Italian or use commas instead of points, and points instead of commas, then go right ahead.
Just not in this thread. (or any other thread that uses English and it's associated cultural norms).
