The American Renaissance Magazine/Website (https://www.amren.com/) is a place that has all kinds of info/studies about art and learning. It includes much of politics, and how politics treats the truth about art and learning.
In that site/mag you can find various books and studies that show that the most intelligent people are the orientals... about 10 IQ points above Europeans on average. And Europeans are about 15 IQ points above African blacks... on average.
At the same time, Europeans have a far greater number of high "spikes," of higher intelligence than orientals. It would follow that once in a while there might be an African black who is intelligent well beyond the best European minds, although I don't recall that any of the studies showed this last point to be fact.
