Electricity rates aren't linear in Mexico, cost per KW/h more than doubles everytime you exceed a certain threshold for a certain period of time. It's a form of punishing high usage. Also, if you reach the high consumption rate (tarifa DAC), it may take a long time to revert to a previous status.

Baja California has been especially notorious for high bills during summer, but I'm not sure if that applies to all cities.
