Safex was supposed to be an exchange to work on the SAFE network. The Safex dev decided to move Safex away from SAFE to use a blockchain after all. So the projects aren't related. Maidsafe never had a connection with that dev although he was part of the SAFE community. Here's the Safex website, they have their own forum:

MAID is currently on the OMNI protocol. Will change after the official launch of Safecoin. That's the moment you can change the current MAID (running on the blockchain) for the SAFE network (without blockchain).
