If I was you, I would just give them back what they donated (or lost or however they define it) and nothing more.
But this is something the community or someone else must organize.
Yes please make your offer formal and I am sure a LOT of people would happily buy at "donation price".
Let's see if the people complaining would take that offer and receive their BTC back
