the config file generally isn't needed in windows.
just use a text editor like notepad and put the addnode's in

If you loose your wallet.dat file - you loose any bars that are in it - with no way of getting them back.
That is why I always do - and suggest to other's to make a backup of all your wallet.dat files for all of your crypto's - they are small and fit on a thumbdrive
you can rename them to something like Litebar-wallet.dat, then if you need to you can copy them back and rename them.
