EDIT: Okay what I determined is that if you add optimineraes=1 and/or optimineravx2=1 to the hodl.conf file and then check the debug log it says it's reading the .conf file but then it goes ahead and ignores both the commands. I then tried adding these as parameters to the icon shortcut as in -optimineraes=1 and -optimineravx2=1 and now the debug log shows the commands are working properly.

No biggie but on V3 windows 64 bit if you want to get the full optimization and it doesn't work from the .conf file just add it to the path and you should be good to go
