btc38 had 3.9M RIC of volume in the last 24h:

Poloniex still hasn't managed to fix whatever's broken there, but btc38's fully operational.  I ran some test transactions through them and they're good -- I posted a while ago that they had an LTC/BTC withdraw delay, but that's been removed.

There's also the new one Gatra set up, which I haven't really looked into yet, so I'll leave that for others to comment about.
