Please forgive this completely noob question, but what exactly is the Token Creation Service?

(My understanding of cryptos is pretty basic but I came to Minereum because it seems a really positive and elegant solution to the ridiculous environmental impact of mining coins, which will only increase in the future; IE i'm not just speculating so please be kind in your answers!)
