Firstly, he did not state that the IP was not changed so do not paraphrase with improper wording.

At Muhammed Zakir's request, I looked into his IP logs, and he is currently accessing the forum from roughly the same location as he did previously.
Secondly, proxy servers exist. I don't think you understand that.

No one has mentioned a password change or an email change , and the same ip or location, since theymos did not be specific, so there is no proof for their red tagging the guy except for the fact they are assholes and abusing the trust system, which is broken by the way.
I civilly asked how to get false negative trust removed and was told kiss the ass of the person that gave it to you or live with it quietly.
