This is because I've seen lots of other questions much like mine and nobody ever got an answer. Anyway, I wondered if I could get factomd to be happy if I gave it an empty text file in the path named 'factomd.conf'. It worked! The Control Panel at http://LocalHost:8090 says I'm now 100% synced on both pass 1 and pass 2.
